Legacy Scheduled Payments Setting

I couln’t find any use for this setting:

There’s no toggle in the form for creating new recurring payment:

Only what I’ve found is the Automation setting after creating a recurring payment, but it’s not preselected with the setting enabled and to me it’s makes no sense, because an account has to be provided for auto record anyway.

The setting is probably a legacy setting, isn’t it?
