Payee analysis and top payees widget

It would be useful to see top payees for a selected period, including total spending and transaction count. The current payee view in Settings only shows cumulative totals, while the Tracker shows top payees only for each individual tracker.

We could move the Settings payee view to Analysis, add date range filters and introduce a ‘Top Payees dashboard widget’.
